If he dumped in violation of Rule 144 (e.g. restricted stock), and profited the SEC will nail him. If he did not profit while violating Rule 144 or some other, the SEC won't bother going after him. Although the SEC recently went after a few promoters, it's still rare.

Without the paid promo, no new herd members. Any PR causing a spike won't generate volume at higher prices. No one here is going to bid it up on volume, diving in deeper. After all the idea is to sell all those average down shares, not buy more, and average up. My tea leaf prediction is any PR might generate volume at 001 to 0018. Calls will go up: Last chance to average down! Insiders will sell into it. Sooner or later a paper burping sound is heard. IF a PR causes any spike above 01, the insiders will quickly slurp up the bids. Retail will have trouble selling, as insiders can undercut any retail Asks on the stack. Up will go posts about evil MMs manipulating or keeping the price down. Yawn.
IMO, a pure generic nonsense PR to maintain a pulse is still possible in 2014. Another yawn. Maybe next yr the CMs will have replenished their promotional funding, after dribble selling the rest of this year. Assuming a SEC suspension doesn't arrive first for some past illegal dumping.
