Seems like a definition of what an "associate" is but that term does not apply to section 83 as the term associate is not in that section. Very similar to the definition section in us law. Just defining that term when used in the laws. So IMO the term "associate" is not mentioned in section 83 then it does not apply to section 83. The term "citizen " at the bottom if the page would as the term "citizen" is stated in section 83

I did a search on "associate" and it only comes up in Section 55, Part 8, which discusses Holders of Shares and Restrictions and Sales of Shares. "Associate" has nothing to do with who may mine. I did find where it says a mining license only be awarded to a Citizen, and transfer of the mining license can only be to another Citizen. Not sure how Joel could ever mine legally, unless he claims the role of a contract miner working for the mine license owner. Is he going to Ghana just to be an excavator operator?

Bottom line is that the two idiots from Utah got in trouble once before, and found very little gold. Joel could not possibly be stupid enough to go back in there, on the same mining claim, using the same crappy equipment, and expect better results? Or is he?

Nahhh, he is just using the Ghana thing as a diversion from his Arizona "troubles". No Keystone, no permits, and a swarm of NOVs coming from ADEQ. And probably other trouble on top of that.
