Well 60% of the slowdown was Part D, so that was the bulk of it.

Some of the rest might be changing demographics with the baby boomers entering the system (and so dropping the average age of the enrollees). A recession typically drops medical spending across the board (people delaying voluntary procedures), and maybe that carries over to Medicare.

I really am not versed enough in the intricacies of the system to hazard an informed opinion though.
