The longer the pps remains low the more shares the company can buy back :) but the pps will more than likely be way higher than what it is right now when the company decides it's time to do a share buyback.
You're completely missing the point. The PPS doesn't need to be "stagnant". The company has had several material events that it chose not release to the investing public. If they had chosen to press release then perhaps the PPS wouldn't be in this channel.
