I believe you are mistaken. When the contract for those shares was agreed upon by Chan and Andalay months ago, 1.9c was a steal. That's the price per share they agreed upon. Basically, "we can afford to give you a $20,000 bonus in shares, but at today's PPS that's worth $30,000" That doesn't mean they expect it to be higher than that in the future. It only means that price point was a good deal for him back then.

The simple version: The company offered him a $20,000 bonus, but at a (then) current worth of $30,000 in shares. So he got an extra $10,000 worth for free, HAD the stock stayed at 3c. But, unfortunately for him, his shares are now worth 25% less than the value the company gave them to him at, and 50% less than when the contract was signed. I think the stock price was 3c when they signed that contract.
