This has nothing to do with financials. I trust, I explained it already in an other Email.

Here again the breakdown:

10 Q quarterly does not have to be reported (Financials)
10 K Annual Report "must be reported".

So again, why the 10-12 G. There are a lot of interpretations why they are doing it, but it could as well be, that they would like to "de-Register" Shares which presently are restricted and if you are not en-current with the filing then the SEC gives you various Kind of Tools. But again, it could as well be, that it is done, by request because indeed the sharestructure has been rather confusing.
