Where does it say HALB will "pay"?

Where does it say they will receive the 3 million? It doesn't so that means HALB will be paying that to somebody and it sure isn't the shareholders for the properties that GEAR is leasing. It says the payments are 3 million annually for the properties. Nice play on words in my opinion.
