uhh Naked Shorting isnt illegal for one and it isnt hidden either.

The proper term you maybe looking for is Abusive Naked Shorting, that practice is illegal but cannot be hidden either, especially on the OTC as no mechanism exists to hide the open position unlike exchange listed securities.
