Whether a person claims/denies to have been paid for designing a website or a million other things...when they receive compensation in any form from any entity they're definitely required to disclose that compensation when sending out email touts on a stock!
It's a fools game to look across the table from the SEC and claim to not know how rule 17b works let alone claim that one didn't know compensation received for a supposed website design didn't require one to adhere to the SEC's rules on disclosure choo-choo:)
