NITE is the seller, doesn't appear to be dilution. A long time back there was some dilution via VFIN but nothing in months that I can see.

Looking at the last Q released there are no current Notes at all for URHN.

In fact the last deal they made was for restricted shares but that deal was canceled and thus the OS "could" be reduced any day if the CEO decides to do so by an amount of 3.2 Billion shares.

Right now the CEO owns 4.9 Billion Restricted Shares via rule 144.

There is nothing left over this amount that isn't already in the OS although I do believe based on trading volume that a lot of that remaining OS of 1 Billion is also restricted. It doesn't say so directly in the Q but it's either restricted or owned up over .01 bc it's not trading down here.
