I agree that long-term share price appreciation that sticks is contingent upon your aforementioned events. In the short-term, wait for traders to cash in their dazzling pot profits from the heavily promoted OTC MJ basket before they move to this one. I know how traders work, XXII is part of the basket, and it is coming. The MJ crowd will pile on and the technical crowd will buy the channel break.
