You don't have to take a site down to update or work on it, and this site did need some work. But what I think happened here is Medizone told them to put the breaks on for a while.

A parked domain is a domain that has been bought/reserved, but does not have web hosting.
As far as jw3838.wix.com/seethree52#!contact/c1gzt, that's just the online template that Decontaminate USA added their info to. It will probably remain online, in case they want to use it again and pay for template use.
