That is a backwards as is normal for goverment. They need to undergo 21 day monitoring in there own country prior to travel to the US. What are we going to do, lock them in a building for 21 days? If not and they are infected then for 21 days, or shorter, they are capable of spreading the thing. As normal A$$ backwards. Make sure they are healty before they travel to the USA.
