Probably . They dont want the dump to be to obvious , but look where pps is. It's obvious.

Agreed, it's odd. Typically small sells to cover tax obligations are given as a reason, but in this case I guess the guy has so little faith in the PPS going forward that he'd still rather sell a couple of hundred bucks worth of shares than spend his cash. Pretty grim sign if you ask me.
