The link exists but finding it will be like finding a needle in a haystack. If you're a premium member maybe you can do a search on CEPSA before or right at the beginning of the time the CEPSA partnership was announced.
Ill see if I can google where Cepsa tried on its own to enter Kenya and failed, I believe numerous times prior to ERHC and Swala.
