Volume almost always hits a local minimum before a big run. You might hear the expression "Volume before price", but this tends to be an inaccurate expression. Typically, the run begins as volume picks up out of the local minimum. The volume than continues to build as the price increases. The way I sometimes view it is that when you hit a low volume it means there are no sellers and no buyers - the stock is valued correctly. Stupid, but simple. Any news or rumors will change that valuation. If it is positive, than if there are no sellers, the price must rise as demand increases. The better the news, the more demand and the more dramatic the rise. Simple economics. Of course, if the news is negative the converse is true.

Look at the 2 or 3 year chart. Just before every significant rise in share price the volume dries up. Once the sellers are gone people must pay up if they want shares, hence the sharp rise in PPS.
