This person just has me shocked! How is this legal? I mean, this chart is...unbelievable!

In July, this was going for $240,000! I mean, HOLY....SHIT! And today it was at .0001?! (And I ran after it without really looking...embarassing). But, at this point, what could happen? I think they had an RS two or three months ago so he can't do that...yet! Can't it just go up from here? OR am I missing sth? Will it just sit and not move until he can do an RS? I'm sure you are all tired of talking to someone about this and it happens all the time, but...just a few words would help.
