The weather in California causes high home prices, through the magic of supply and demand.

Who would willingly live in Texas? Humidity, insects, diseases and ignorance.

Mostly people who can't afford to live in California, which explains the ignorance and lack of breeding in Texas, but not the humidity, insects and disease.

Regulations in any state can cause costs to increase. California tends to have more regulation than other states and if memory serves, the Reuters article I read pointed to Cali's regs as part of the problem. I don't live there or in TX so housing costs in those states are not a topic that I have researched.
