Actually it is broken, that PR is a perfect example of materially false and misleading communication from the scam company PTOI. A few weeks after lying in that PR they then released SEC filings that directly contradict the PR. Many would consider that fraud and is for sure actionable by the SEC, DOJ or shareholders.
