Perhaps, but given the magnitude of what is truly at stake - billions in revenue - and the fact that so many fraudulent tricksters are trying to lay clamor to business from this tragedy, it is a prudent move to lay it on the line by filing these developments with the SEC.

Very unusual but to keep your company legit in the eyes of the sec then sending them the pr's to investigate if they want is very smart. After all, claiming business and sales with the CDC or Homeland Security is not like claiming business with some obscure company. You want it to be true, aboveboard, and verifiable to the sec. It also suggests to me that they are already getting orders from other government agencies and, before they pr them, they want the sec to verify what they already have claimed. Could be why we did not get specifics on the PR yesterday.
