It was an issue from open, 11:05 is when FINRA finally put their Halt on the matter, the issue started at open with OTC link, they temporarily had it back up again around 10:25 just to bring it down again 10 minutes later. FINRA stepped in at 11:05 and placed a Halt since they couldn't get the system fully operational.
