As someone who owns a number of patents, I can tell you that notification of possible infringement is an important step necessary to protect the integrity and VALUE of the IP.

i doubt that letters have gone out yet. You can't just say 'you are infringing'
1.would they not have to have how each of the infringements has occurred and each one spelled out exactly for each infringer?
2.each infringement would have to be cross checked by a team of lawyers
3.reverse engineering of possible infringements would probably have had to be done
4.I think vplm will more likely announce groups off similar infringement letters in each of the sectors, rotating through each sector, one sector at a time.
5. THIS WILL TAKE TIME...A LOT OF TIME
