I have no doubt that most of the testing of Elf, really did happen. I met most all the crew that went to Washington and Taiwan. Check your spelling of Taiwan, a before i every time.
The interference of the protective environment at the Washington demo, was amazing to say the least. There was no way that the Elf should have found one thing, with ALL the protective "coatings" that are on the ground, the windows, the parameters, and roof tops.
Texas A&M has an excellent study on the Tuli cattle. And these cattle are a very good breed of cattle. They bring a pretty darn good price, if you want to buy one.
