I don't know about a scam. I think they wanted to be in place well before this Ebola crisis, which has drained the budgets of these African countries--their past core focus.

Now, my guess, is that it is Medical Software or bust for this company.

Regardless, the risk/reward ratio was great for a reason. I just wish this one had gone the other way. Waiting for end of December for the tax loss.
