You are right. When I purchased my shares, I placed my bid @ .0137. My bid didn't appear on L2. Later that day I was partially filled @ .013.
The MM's are artificially hiding bids to lower the price as much as possible. Legal or not, I don't know, I'm not a lawyer.
Does it hurt the company, probably so, however the volume is so small, I don't think it even matters.

I think that if you simply hold, than everything will eventually go our way.

Honestly, I'm locked in and don't have enogh free cash to buy a sensible amount. I might add a few hundred bucks onto my account and pray that I get filled in the .006's.

I think its a steal.
