Honestly am I disappointed in that PR, yes. Looking at that tweet you referenced though it does not say the PR pertained to the LOI. I don't think because he stated both in the same tweet he ever meant for it to be the way you gave it meaning....they have drafted multiple LOIs and not PRes them yet because nothing is finalized and signed perhaps. Context and history of what they have PRed thus far is important. If nothing else it is an unfortunate correlation IMO.
