TA reports are not "real time" you have to take them with a grain of salt as to their current accuracy and what is going on in trading. I can have 10 million shares of PTOI and selling them in the market because I have Company Authorization and an attorney opinion letter for the 10 million to be sold before the TA cuts an actual physical certificate and updates it shares count. I have up to 35 days to deliver the actual physical certificate to my broker under an exception provided in SEC Rule 203.
