As far as the actual process PHOT has to go through to release te A/S I am not sure of.....But to answer your ? YES, they can flood the market with billions more shares, thus virtually rendering (Whats left of the company, IMHO there is not much left)
I believe Hegyi and the boys are just sucking everything they can get out of this before the PPS goes sub-penny, and the doors close forever.........But this is JMHO......
If you have a position in PHOT my advice is salvage what you can and get out...
