All that means is that they are on a list that the military is allowed to buy from. If you are a military supply person and you want to order something, even a box of pencils, that company has to be on that list. It's no big deal at all. To get put on that list all you have to do is promise your not going to rip off the government, it doesn't guarantee that they will buy your product. Also just because 1 command wants to buy your product doesn't mean the whole military wants to use it. Each command usually decides what products they want to buy individually to complete their missions. People that have never been in the military don't understand how things work. One base could buy a product one time and then there's a chance that no one in the entire military could ever buy it again. One command could love the product but would usually never communicate that info to another. It's very disorganized, not like what you see on tv.
