Could be someone that wants to sell a position.

Could be someone wants to build a position that can't get filled at the bid and doesn't want to move the price up for subsequent purchases.

Could be someone that likes to buy at the end of the day.

In theory,
It could be if the price increases x amount for some unique reason, and in doing so, what ever the last pps is, it could increase x amount plus what the last selling price is.
Just a young penny buyer's thought.
