There is no "Revenue" requirement as you pointed out.

You can have $1 million in revenue for the FYE and have a pre-tax income of $750,000 and qualify.

You can have $5 Billion in revenue and a loss as quoted by this issuer of:

LOSS) INCOME BEFORE PROVISION FOR
INCOME TAXES
(456,515 )

And still not qualify.
