I would not say that Drs. Diwan and Seymour are liars. I do believe that increasingly they seem to be out of their depth.

Just last year the bulls thought we'd see phase 1 commence at the end of 2014. Then it seemed like phase 1 starting sometime before the end of 2015 was plausible. Now we see that we won't get to phase 1 until 2016, and at about that time there will have to be another round of share dilution. So much for having enough money in the bank to do phase 2.
