For the majority of penny stocks you are correct. However, there are some penny stocks that develop a following and may then obtain sponsorship. If a stock, especially a low priced penny, is going to become a hot play, indeed, sponsorship is absolutely necessary. In these special situations, charting may be of value in the pennies as well.
