i've counted quite a few runners that left the bottom at .0001 and ran to pennies this year. the float is a very arbitrary thing. for example, the difference between an actual and effective float.
the effective float is simply the number of shares people are willing to sell. if it turns out NHPI has some good oil production, why would anyone sell early?
