As far as I can see, that just means that the shares are available for sale, and not that he sold. If he sells he is required to file a form 4 and that has not happened.
(if you look closer at the paste you posted you will see a transaction date of March 27. April the 12th is just the document processing date. On March the 12th only 12500 shares were traded so whatever it is you have found it is not a document that indicates a stock sale on the part of Dr. Wittenberg)
Wittenberg is by the way the CFO and he sits on 3.3 mill + of BOCX shares as per Mar 15 acc. to the 10KSB
