Shadow, the way this works.......the FAA submits the formal information and posts it at www.regulations.gov.........then Baltia PRs it ASAP there after.

Baltia NEVER wants to be in the position of PRing something BEFORE HAND.

What that means is that yes.......Baltia will know about Phase III and the certificate well before they PR it (like somewhere between 3 to 5 days, for I myself once submitted something to regulations.gov just to see how long it takes to actually get posted).

The FAA would put out an official document, that Baltia could later PR, from what I understand. Your question is a very good one, though. Either way, Baltia does have the legal obligation to announce certification when they receive it.
