Sell X shares you don't currently own at a price, and you hope to buy X shares at a lower price. That's the profit.
Shorts panic if all the shares out there are already listed for sale or have sell orders in place. You putting your shares up makes them unavailable to buy unless they meet your price.
Depending on the broker - they can only stay short for only so long. Force them to come to you.
