neal -if the shares have not been issued then they are not part of the OS yet-- Fans 180 Billion have been issued if you believe that PR so the OS is now about 325 Billion. That leaves only 25 billion left till the AS run out and they either authorize more or Fan spends his and his "teams" money for operations or uses his restricted stock to fund ops if he can get the restrictions lifted.. (of course he needs some mm to still make a market in the sub penny range at the moment)
He claims he will not increase the float so I'm not sure if he intends to try and spend his restricted, use his own money or increase the debt load somehow
As long as he can get someone(MMs or private investors) to take anything for his stock maybe he can raise some operating funds... if his intention is really to make a serious go of it
