so INCC says they filed this in late August…... then again in a PR in early Sept…..

Don't toot your own horn quite yet. I think if you ask for the definition of "filed", they may tell you it's when a seal/stamp has been affixed to the document to certify it by whatever government individual (clerk, etc.) is assigned that task. They're not going to just take a form that's been completed by a business and post a record of it on their website without vetting it first (and certifying it). According to some of the companies that provide filing services, filing an amendment in Florida can take anywhere from seven to ten business days.
