Sometimes it's not a priority to get things published for (especially) Government & Military scientists. This is decidedly different from the Academic world where publications are a primary means of gaining promotions.

My guess is that the work done back prior to 2010 does have some interesting results and implications for Ebola treatment, despite the inconclusive nature of the Ebolaice I drug as an effective treatment.

Especially now that Ebola is back in the news and has re-established in this outbreak/epidemic - getting these results out there for others to see and review has some urgency not seen back when Ebola was not causing widespread disease.

I know I have results sitting in my own lab notebooks, and some data dating back from when I was a post-doc 10+ years ago that hasn't gotten published as yet. And some of that is actually interesting data. Writing it up and putting the finishing touches on a manuscript is a chore and tedious.

Just had a paper come out about 6 months ago that I am a co-author on where I did the work included in that manuscript more than 5 years ago. Me and one of the guys I work with have another that was just sent out for review this Spring (got rejected in need of revisions by the reviewers - alas) where the data was about 2 years old.

It happens. It's actually not that unusual. And with an organism like Ebola and what are probably both IP concerns (from the NNVC side) and security concerns (from the USAMRIID side) it could have just taken a while to get it all together.
