From what I hear no he doesn't. Why didn't you ask Rick when you recently called him? All ICBU is an asset of EXMT and can be used for acquisitions or mergers but then will still remain restricted.

Also if they are ever taken off restriction, doubt they will, EXMT can only sell 1% per quarter!!!
