Well that's hard to answer but generally any large increase in SS needs to have a valid reason and the funds gained put to use growing the company. The increase was well known and the company transparent about it. If the company was a scam would they go to the trouble and actually file with the SEC? And pay someone to mail a copy to all share holders? Its not good that the amount was 4 billion shares. LOL GLTY
