I think Ken wanted to convey something different

whether it is a large decision such as expansion of an office into another country

I doubt he'd come up with this particular example if he didn't experience it first-hand. I think he gives an update here on the NY office expansion that he was talking about in the July/August newsletter

So, apparently, he had good reasons in July to believe that a certain decision for the NY office would be ready to present in the September issue.

Now he gives an explanation as to why there are no news about the NY office in the newsletter. Decision-making is taking longer than expected.
