It looks like HC has decided that the current 13 LP is enough for the moment to supply the amount of patients under the MMPR. HC would rather see LP's increase their capacity than issue new licenses. It makes sense cause suppose there are currently 25000 patients under the MMPR. That's just a guess don't know the real number. HC isn't going to start handing out new licenses if the demand isn't there. It will flood the market with supply and kill existing LP's business. It's within HC interest to see LP's succeed or at least not go bankrupt.
