That is more likely. Or he agreed to put his name on something, for a relatively small payback, while he works on his other projects. Basically sell his name without actually being involved.
Notice there is no mention of his name and UPZS in same place except UPZS press releases. I searched around a while. If I'm wrong, I would be happy to see it.
