Not exactly many new users become addicts after they start abusing( Ill take two this time, hey this feels good?). ADT will reduce addiction rate of new users and new abusers. Established abuser may realize they have a problem when they are tring to buy heroin. Some people think prescription opiods are safe to abuse because they ARE available by prescription.
