First of all this stock hasn't deserved to be on anyone's radar.
It's just a tiny little penny stock, just like 50,000 other little penny stocks that (the owners/stock holders) think they should be valued at a much higher multiple. The market is always right.
As far as management, I think they would rather have the power in hand than get out in front and put the "cart in front of the horse", as they say.

Good things are happening and the Market will come around.
