What happens to the fines $ .Does it go to the SEC or government ;or by some quirk of fairness l can it be returned to the company ? in form of disposition of the shares they still own. A penalty to the appropriate names mentioned and disposition
(forfeiture of their outstanding shares ) would be a first step
toward cleaning up the toxic condition of PHOT.
