did anyone ever figure out who listed WGAS on the berlin exchange, after asher was allowed to frontload before the 2013 pump and dump?

I noticed the 8-k filing. Looks like an R/S and selloff needed to pay the settlements. Could be a Chapter 7 in the works here.
