How else could this happen, aside coordinating the drop of this ticker?
One guy calls the next and says 'ok' I'm buying and the other guy put his up below the ask = sold = drop in PPS
I really don't expect to believe this is coincidence, one guy says oh well, guess I'll sell under what it's going for, and at the very same time , another guy says , hmph , I'll try for a specific PPS and lets just see what happens.
Welcome to the world of manipulation. They could drop the price with just one share traded. They do it often to buy it back at the price they dropped it to. This goes on between what investors normally buy and sell. Pennies are tough to keep a steady climb until all what we need is there to be immune to the manipulators.
